2026 Legislative & Advocacy Agenda

The Missouri City Chamber of Commerce is committed to protecting the health, safety, and prosperity of our residents and businesses. Our 2026 agenda focuses on strong local control, clean air and water, responsible land use, and policies that keep Missouri City beautiful and economically vibrant.

As Texas primary elections approach, this agenda is designed to help business owners, residents, and candidates understand the issues that matter most to Missouri City: clean air, smart growth, infrastructure, and a strong small business climate.

Where business and community rise together to protect Missouri City.

What This Agenda Does

Defines: The Chamber’s official positions on key local and state issues.

Guides: Our conversations with City Council, County leaders, state officials, and agencies.

Invites: Small business owners and residents to stand with us on clean air, smart growth, and a strong local economy as Texas primary elections and the general election draw near.

What We Stand For

Our advocacy work is grounded in a simple idea: Missouri City should be a place where families can breathe clean air, small businesses can thrive, and our natural and built environment reflect pride in our community.

Core Value
Clean Air & Healthy Neighborhoods

We support policies that protect residents from harmful emissions and industrial impacts, especially near homes, schools, and small businesses.

Core Value
Responsible Land Use

We want growth that adds value, not industrial projects that erode property values, quality of life, or long-term economic potential.

Core Value
Keeping Texas & Missouri City Beautiful

We support beautification, litter abatement, and corridor improvements that make Missouri City a destination of choice for residents, visitors, and investors.

Core Value
Strong Local Economy

We support policies that make it easier to start and grow a business in Missouri City, while maintaining high standards for safety and environmental stewardship.

Key Issues & Chamber Positions

Below is a snapshot of priority issues our members have identified and how the Chamber is positioned on each. This matrix will guide our advocacy with city, county, and state partners throughout the 2026 legislative cycle and serve as an issue guide during Texas primary elections.

Missouri City Chamber 2026 Advocacy Issue Matrix
IssueWe SupportWe Oppose
Rock / Concrete Plants Near Neighborhoods Local authority to limit or condition high-impact industrial uses near homes, schools, businesses, and waterways; strong buffer zones; transparent notice and community input on applications. New rock plants, concrete batch plants, or similar operations located adjacent to neighborhoods, schools, or small business districts that increase dust, noise, truck traffic, and health risks.
Clean Air & Emissions Strengthening monitoring, enforcement, and reporting requirements for facilities that impact air quality; policies that reduce particulate matter and protect vulnerable populations. Weakening of air quality standards, loopholes that allow repeat violators to operate without consequences, and preemption efforts that prevent cities from protecting local air quality.
Beautification & “Keep Texas Beautiful” Principles Corridor improvements, landscaping, litter abatement, anti-dumping enforcement, and public-private efforts to beautify commercial areas and gateways into Missouri City. Policies or practices that tolerate blight, chronic litter, or illegal dumping in business districts, undermining the city’s brand and property values.
Small Business Climate & Permitting Clear, predictable, and timely permitting and inspection processes; incentives for small businesses that invest in beautification, sustainability, and workforce development. Unnecessary delays, inconsistent application of rules, and fee structures that disproportionately burden small and micro-businesses.
Infrastructure & Mobility Investments in safe roads, drainage, sidewalks, and connectivity that support commerce, access to jobs, and resilient neighborhoods. Under-investment in aging corridors and stormwater infrastructure that increases flooding risk, damages property, and discourages business investment.

Environmental Protection & Land Use in Missouri City

The Chamber believes that smart growth and strong environmental standards are compatible. We will work with partners to ensure that Missouri City’s land use decisions support long-term economic and public health goals.

We SUPPORT:

  • Local authority to establish buffer zones and siting standards for rock plants, concrete batch plants, and other heavy industrial uses.
  • Strong notice and public input requirements when high-impact facilities are proposed near homes, schools, churches, or small business districts.
  • Collaboration with state agencies and “Keep Texas Beautiful”-aligned programs to reduce illegal dumping, litter, and visual blight in commercial corridors.
  • Incentives for businesses that invest in landscaping, green infrastructure, and environmentally friendly operations.
  • Data-driven monitoring of air and water quality, with transparent reporting to residents and businesses.

We OPPOSE:

  • State-level preemption that removes local tools to regulate land use and protect public health and property values.
  • Expansion of rock, concrete, or aggregate operations directly adjacent to neighborhoods and schools without adequate protections.
  • Policies that weaken air quality standards or reduce enforcement resources in communities already impacted by industrial activity.
  • Allowing chronic blight, litter, and illegal dumping to persist in business districts without meaningful enforcement or remediation.

Small Business, Permitting & Economic Development

We will advocate for policies that make Missouri City the best place in the region to start and grow a business.

  • Streamlined, transparent permitting and inspection processes with clear timelines.
  • Targeted incentives that reward job creation, corridor revitalization, and beautification.
  • Fair access for small, minority-, women-, and veteran-owned businesses to city, county, and school district contracts.

Infrastructure, Mobility & Safety

We support infrastructure investments that protect existing neighborhoods and unlock future economic opportunity.

  • Prioritizing repairs and upgrades to streets, drainage, and stormwater systems in aging areas.
  • Improved mobility and connectivity for workers, customers, and freight.
  • Lighting, sidewalks, and safety features that support walkable business districts.

Education, Workforce & Community Health

We recognize that a strong workforce and healthy community are critical to a strong business climate.

  • Quality public schools, CTE programs, and training pathways aligned with local employers.
  • Support for mental health resources, youth programming, and violence prevention.
  • Partnerships that connect residents to good jobs and entrepreneurship opportunities in Missouri City.

How to Use This Agenda During the Primaries

The Missouri City Chamber of Commerce does not endorse candidates or tell anyone how to vote. Instead, we provide this 2026 Legislative & Advocacy Agenda so voters, business owners, and candidates have a clear picture of the issues that matter most to our community as Texas primary elections and the general election approach.

Use this agenda to ask informed questions at forums, town halls, and meet-and-greets. When candidates visit your neighborhood, business, or place of worship, ask how their platform addresses clean air, responsible land use, infrastructure, and a strong small business climate in Missouri City.

Heading into the upcoming primaries, we encourage voters and candidates to review these priorities and consider how proposed policies will impact Missouri City’s families and small businesses.
